As the University's primary contact for state and city government relations, Flozell utilizes his experience gained in the Mayor's Office of Federal and State Programs to strategically manage Tulane's legislative and policy priorities. He represents Tulane's interest with the governor, mayor, state legislators, the city council and other elected/public officials. He monitors upcoming State and City legislation affecting the University and administers strategic legislative initiatives that support the University's research, academic, and community service priorities. Flozell works with consultants and organizations in Baton Rouge and New Orleans to provide consultative support and analysis to Tulane administrators. He also manages the Tulane Legislative Scholarship Program. Flozell has a Bachelor of Arts in Biological Sciences from the University of New Orleans and a Master of Business Administration in Management/Organizational Behavior from Tulane University.
