The Cowen Institute frames the issues impeding the success of the system of public schools in New Orleans and develops research-based policy and legislative solutions. We continuously inform leaders in local, state and federal government of the issues relevant to the system of public schools and their communities. To ensure that legislation is aligned with the real needs of schools and students, we actively
work with policymakers and community leaders to advance these solutions through a number of advocacy efforts. Our work in this field ensures the success of every public school in the city by advocating for adequate and equitable funding, safe facilities, an effective governance model, and accountability of people and schools.
The Cowen Institute's policy agenda is based on the priorities and challenges identified through the annual State of Public Education in New Orleans report, as well as additional stakeholder outreach and input. It reflects the needs and aspirations of the New Orleans community based on input from local schools, educators, administrators, parents, community leaders, and policymakers. Key areas of focus include:
- Ensure every child has access to a high-quality school facility by: drafting and advancing legislation to develop and fund a School Facilities Authority; securing state, federal, and other funding sources for school facilities; and ensuring fiscal responsibility and accountability with the School Master Facilities Plan
- Ensure adequate allocation and equitable distribution of resources for schools by: understanding the scope of the financial situation; securing adequate funding for schools; ensuring fiscal responsibility; and ensuring equitable distribution of funds
- Ensure accountability of schools and people
- Develop a clear and aligned governance model for all public schools in New Orleans
