Paul De Lay is the chief of the HIV/AIDS Division in the Global Bureau of the United States Agency for International Development (USAID).  Paul De Lay is a medical doctor with training and experience in family practice, infectious/tropical disease, epidemiology, preventive medicine and public health.  He practiced clinical medicine for 13 years, including 8 years as Medical Director of Refugee Medical Services for the City of San Francisco.  In 1988, Paul joined the WHO Global Programme on AIDS, working primarily in Malawi, east Africa.  In 1991, Paul joined the HIV-AIDS Division at USAID, serving as a Senior Technical Advisor focusing on STD prevention and management, HIV epidemiological surveillance, simulation modeling to assess impact, evaluation methodologies, and developing the Agency's strategy to support HIV related care.  Dr. De Lay has now worked in over 20 developing countries in all regions of the globe.  He was named as Chief of the HIV-AIDS Division in February of 1997.
