Mr. Rosen, who has a masters degree in economics from the University of Wisconsin at Madison, has worked for 18 years in the field of international population and development.  Before becoming an independent consultant in February 2000, he worked for five years as a Senior Research Associate at Population Action International.  He previously held positions at Development Associates, Inc., the Population Council, and the World Bank.

Mr. Rosen has written or co-written numerous reports on international population policy, adolescent reproductive health, multilateral and bilateral donor assistance, national family planning programs, and cutting-edge issues in reproductive health and contraceptive technology.  He recently authored Formulating and Implementing National Youth Policy: Lessons from Bolivia and the Dominican Republic.

Mr. Rosen has worked in over 15 developing countries, providing technical assistance to family planning and reproductive health programs and carrying out research and program evaluation.  He lived and worked for three years in Peru.
