Legislation on IDD

    

IDD legislation in Uganda has been implemented since 1997.

    

This legislation details regulation covering all salt for human and livestock consumption that is imported, produced, or marketed in Uganda.  Legislation also calls for proper packaging and labeling of iodized salt; sets conditions for storage, transport, and retail of salt; Provides for monitoring at entry/border post, at factory/warehouses, at wholesale point, and at any point of distribution..  

    

Legislation also gives Ministry of Health responsibility of sensitization of the public and calls for the creation of a National Council to oversee and coordinate IDD control programs in Uganda.

    

Legislation also made iodization of salt mandatory with potassium iodate through regulations to a standard minimum set by the Uganda National Bureau of Standards.  Although there is no minimum iodine level, standards indicate 100 ppm of iodine at production level is the norm.

There is a government agency to address IDD named the Uganda National Bureau of Standards and the Ministry of Health-Nutrition Unit.

Production and Importation of Salt
    

There is production of iodized salt.

    

The intended level of salt iodization at the point of production is 100 ppm

    

Potassium Iodate is used to iodize salt.

    

90% of the salt for human consumption is imported mainly from Kenya and some from Europe.

     The intended level of salt iodization for imported salt is 100 ppm although level at port of entry and retail is left upto National Regulations.

Retail
     The average retail cost of salt is 800 UgSh (US$ 0 .45) for iodized and 500 UgSh (Us$ 0.28) for uniodized salt.
 
Household Consumption
     The estimated percent of adequately iodized salt consumed by all people is 87 in the West and 97% throughout the country.*

MONITORING
 
Salt Iodine
Current monitoring activities for iodine levels in salt
     Monitoring of iodine levels in salt conducted at border checkpoints by the Uganda National Bureau of Standards and by the Uganda Revenue Authority.
     These two agencies monitor all salt brought into country using rapid kits.  If salt is uniodized than it is not allowed into the country.
     Uganda National Bureau of Standards also regularly conducts market surveillance of products including iodized salt.
     District monitoring mechanism is about to be developed for monitoring at the retail and household level. 
      

IDD Indicators

     There is no monitoring of goiter rate in Uganda.
     There are lab facilities in the Biochemistry Laboratory of Makerere University in Kampala which conducted urine and salt analysis for the 1999 sample.
