INTER-INSTITUTIONAL AGREEMENT OF COOPERATION
BETWEEN

TULANE UNIVERSITY
(NEW ORLEANS, LOUISIANA, USA)
Tulane University, New Orleans, Louisiana, 70118, USA, and
__________________ are willing to enter into and formally establish this "Inter-Institutional Agreement of Cooperation" (hereafter IAC).
ARTICLE I
The purpose of this IAC is to promote and expand international academic and research programs of mutual interest by stimulating and supporting academic, research and intercultural activities and projects among students and faculty of the two institutions
(Tulane University and __________________ ), and the respective communities which support these institutions. This IAC sets forth and describes many of the general and specific aspects of the agreement,
with the understanding that on the basis of a regular review of activities, the document in both its general and specific content may be revised with the mutual consent of Tulane University and
__________________.
ARTICLE II
Because of the desirability of implementing IAC activities in a systematic manner, Tulane University and __________________ will each designate a contact person assigned the responsibility of coordinating IAC activities in general terms.
Areas of collaboration may include but are not limited to the following:
- Student exchange programs.
- Faculty exchange programs.
- Cultural exchange programs.
- "Visiting scholar" programs.
- Individual and collaborative research projects.
- Cooperative degree programs.
- Short-term training programs/projects.
- Cooperative and exchange lectures, conferences, seminars.
- Curricular development.
ARTICLE III
Both institutions realize that in general the language of instruction of __________________ is __________________ and at Tulane University the language of instruction is English.
ARTICLE IV
While the intent is that this IAC will continue for an extended period, initially the agreement and activities conducted under the IAC arrangements will be reviewed and evaluated by each institution annually to determine status for the ensuing year. Det
ermination of continuation status will be made during the Spring semester of each year. Program continuation status will result from the affirmative written response of both institutions based on the annual review/evaluation.
ARTICLE V
While this agreement does not commit either party to financial outlay, funding to support activities developed under this agreement will be sought by both parties.
In addition:
- Each institution will name and provide appropriate academic, scientific, technical and/or administrative staff to develop and implement funded programs.
- A written protocol including administrative procedures and a detailed budget will be required for each program developed.
- Decisions on the allocation of program funding will be discussed by both parties, although decisions in this area will remain the prerogative of the institution securing the funds. In the event that both institutions collaborate in generating funds, t
heir allocation will be determined on the basis of mutual consent of both parties.
- Faculty participating in programs which are funded will be considered employees of their respective home institution, with that institution retaining responsibility for faculty-related financial obligations, benefits and supervision of activities.
ARTICLE VI
As noted, it is the hope of both parties that this IAC may continue for an indefinite period of time. The IAC may, however, be ended by either institution with six months written notice signed by the chief administrative officer of the notifying instituti
on.
ARTICLE VII
Student exchanges will be structured in the following manner:
- Each institution will accept full time students on a one for one basis from the other institution for undergraduate or graduate study during the academic year, and/or during any of the sessions of Summer School.
- If a significant imbalance in numbers of exchange students occurs in a given year, a deficit will be acknowledged with the understanding that the deficit will be compensated for within the next calendar year.
- The selection procedure by which reciprocal exchange students are nominated is the responsibility of the sending institution. The candidates may be either undergraduate or graduate students. The number to be sent by each institution each year will b
e decided upon by a mutual agreement between the two institutions.
- Each institution reserves the right to accept or reject for admission to the institution each candidate on the basis of regular academic selection criteria and to accord such student status as may be appropriate at the time of admission.
- Participating students are subject to the regulations, class performance standards and other policies of the host institution.
- The acceptance of exchange students is conditional on obtaining the necessary immigrations and travel clearances. The receiving institution will endeavor to assist in obtaining the proper documents.
- Students are expected to meet the minimal academic "good standing" requirements of the host institution.
- Selected students will, within reasonable limits, attempt to represent their home institution and country to organizations, service clubs, schools and other host community organizations by making appropriate presentations to them.
- Participating exchange students remit their current tuition charges to their respective home institution. They pay room and board at the host institution. The students then exchange places with their counterparts at the other institution for the desig
nated term(s) of study.
- The exchange student will be responsible for all transportation, living expenses and costs involved in travel to and from the host institution. This includes travel and living expenses (including vacation periods and between terms), passport expenses,
excess of luggage, luggage storage, independent travel, etc.
- The exchange student is also responsible for all personal expenses such as telephone calls, books, etc.
- The host institution will provide the home institution with an adequate record of the participant's academic performance (a transcript). Courses completed by students at either university will be treated as equivalencies by the home institution accord
ing to the policies of each institution.
- Each participant is required to maintain health insurance during their term(s) abroad.
- Violation of host country law or institutional regulations by the participant will subject the participant to withdrawal of immigration and academic sponsorship and expulsion from the host country and program.
ARTICLE VIII
The faculty of an institution under the terms of the IAC may participate in a variety of activities at the other institution.
Such activities may include faculty exchange for instructional and/or research activities for short term or extended periods of time, conducting conferences, seminars and/or lecture series. In addition, they may provide professional expertise as consulta
nts on special projects within the institutions, exchange short term visits for observation purposes, explore the possibility of developing further activities between the two institutions, and other activities
as may be identified during the term of the IAC and which are consistent with its purpose.
ARTICLE IX
The host institution agrees to :
- Meet students and professors on arrival at their point of disembarkation in the host community, and assist them in finding suitable accommodations.
- Provide facilities for office space, equipment and expendable supplies and clerical services for exchange faculty.
- Grant exchange professors the rights and privileges enjoyed by faculty members of the receiving institution.
- Render such other assistance that may be requested and that is covered by the area of agreement, subject to the regulations of both institutions.
- Provide mechanisms for supervision, follow-up and evaluation to achieve the goals of this cooperative agreement and the implementation of programs.
ARTICLE X
This agreement becomes valid on the date that both parties sign the agreement.
ARTICLE XI
There are many additional faculty activities that may be identified, developed and implemented between these institutions upon the basis of and consistent with this agreement.
