RE:
Guidelines for the Development of Agreements Involving
Tulane University and Foreign Universities and Institutions

Tulane faculty and staff who are interested in developing and implementing agreements between Tulane University and universities and institutions abroad often ask if Tulane has prior agreements with the foreign University or if there is a model a greement available for guidance.

Those units reporting to the Provost are free to explore, develop and implement such agreements with the support of the Provost and President of the University. Please note that effective May 1, 1995 all such agreements must bear the signature of t he President in order to be valid. This will assume that such agreements are appropriate and not in conflict with other agreements or University policy.

In the Schools of Medicine and Public Health and Tropical Medicine, faculty must present the proposed international agreement to the International Committee and Counsel of the Medical School for review and approval. If the proposed international agreement is satisfactory to both, it is then submitted to the Chancellor for review and approval. If approved, the Chancellor then submits it to the Board of Governors for final approval. While the Chancellor prese nts the proposed agreement to the Board, the Dean of the sponsoring School presents the proposal to them. If approved by the Board of Governors, effective May 1, 1995 the document must bear the signatures of the Chancellor of the School of Medicine and the President of the University in order to be valid.

The Office of Planning, Research and Innovation has on file a model international agreement to facilitate the development of the international activities of the University. This agreement is also available on the Internet under the "Guide to International Programs at Tulane University" and may be modified to suit the purpose of the international activity. In addition, faculty may develop their own agreement, subject to the guidelines above.

Please also note that this Office is ready to assist faculty in the development of international initiatives at Tulane.

Thank you for your cooperation.
