This index was created by Kenneth Owen of the Special Collections Division, Tulane University Libraries, New Orleans. It is made available as a public service by Tulane University.

To the best of our knowledge, this is the only index to the Bureau of Governmental Research reports.

BGR is a non-profit, citizen-supported, independent research organization dedicated to informed public policy making and the effective use of public resources in the New Orleans Metropolitan Area. BGR also focuses on state and national public policy issues which affect the metropolitan area.

Since its founding in 1932, BGR has completed over 1,500 studies, reports or position papers in the areas of municipal finance, governmental structure, metropolitan cooperation, collective bargaining, city charter provisions, tax proposals, civil service, procurement, public bid law procedures, and other aspects of local and state government.

How this index works:

This is a phrase subject index as opposed to a word subject index. Italicized entries are the actual title of the piece; entries in Roman are re-phrased in order to identify their subjects.

As all the pieces are arranged on the shelf by date, it is necessary to include the date when asking for any item.

However, press releases and reports which comment upon the internal activities & policies of the bureau itself will be found in the Louisiana Collection vertical file under the category: Political Organizations.  Bureau of Governmental Research.

Louisiana Collection call number for the Bureau of Governmental Research publications:

The major entries found in this index are:

  • author

  • gross subject

  • serial titles, and

  • types, e.g. BGR Position Paper arranged in a single alphabetical sequence.

This index was created by Kenneth Owen, who welcomes your comments. We hope to update it frequently.
