MARC21 Format for Holdings Data in OCLCDate: October 19, 2000 From: Health Sciences OCLC Users Group Support for proposal(2000-09-28): "More Serial Holdings Data for WorldCat" To: Resource Sharing Interest Group, OCLC Users Council From: Health Sciences OCLC Users Group Re: MARC21 Holdings format in WorldCat The Health Sciences OCLC Users Group (HSOCLCUG) would like to submit this short letter of support for the Sept. 28, 2000 proposal submitted by Susan Barnes on development of MARC21 Holdings Format in WorldCat. HSOCLCUG libraries must input journal holdings data into both NLM's SERHOLD system and OCLC's union listing system. The cost of maintaining both systems independently is becoming more difficult to bear. Meanwhile, NLM's SERHOLD has implemented the MARC21 Holdings Format for serial holdings data, and increasing numbers of HSOCLCUG libraries are also implementing the MARC Holdings Format in their local library systems. We need to participate in NLM's DOCLINE system and OCLC's interlibrary loan system, both of which are high-use ILL systems. We ask OCLC Users Council to consider the benefits to all of us of making OCLC union listing efforts more efficient by adopting MARC Holdings Format in order to accept input of serial holdings data in that format. We think it may be the most cost effective for OCLC to develop a single data interchange interface with NLM's SERHOLD system to load holdings changes that have been entered into SERHOLD. Please add our letter of support to Susan Barnes' proposal and other documentation that may be reviewed at the Users Council meeting. Thank you. Update: The letter above was sent to OCLC's Resource Sharing Interest Group in support of a proposal, More Serial Holdings Data for WorldCat, from Susan J. Barnes, on behalf of the Pacific Northwest Resource Sharing Interest Group. A resolution supporting the idea of a standard holdings format (MARC21) in WorldCat was approved by the Users Council during the October 2000 business meeting.
The Resource Sharing Interest Group received and strongly endorses the Final Report of the Ad Hoc Task Force on Union Listing.Furthermore we recommend the Users Council support all the recommendations of the report but specifically the Paramount Recommendation: OCLC develop a viable, scaleable service to provide automated batch record processing to update OCLC Union List holdings for OCLC Union List participants and Union List Group Access participants. The service must accept serials holdings information from a participant's local automated system or other sources in a standard format and process it to update the library's OCLC union list holdings.
And that this recommendation become a high priority in the strategic direction of OCLC specifically including this priority in the Extending the Cooperative document. Furthermore we request a report to the Users Council in February 2001 on the progress being made on the recommendations of the report with a timeline for completion.

HSOCLCUG needs to contine to work to understand and address the issues that impact the National Library of Medicine and Medical Libraries using SERHOLD and OCLC Union Listing. A better understanding of the issues that are related to records in NLM's ILS (Endeavor Voyager), and their use in SERHOLD, is required. We need to assertain how current SERHOLD data effects the readiness for a cooperative project with OCLC using MARC21 for holdings format. The Group needs to consider providing additional educational information on the MARC21 format for holdings. HSOCLCUG will contine to work with Susan Barnes and other interested groups to encourage NLM in the cooperative effort.

- Proposal
The health and state libraries of Washington and Oregon propose that OCLC develop the technology to accept serial holdings records in MARC21 Holdings format for batch uploading to WorldCat. We further propose that this development process should begin with a well-defined, high quality set of holdings data: records from the National Library of Medicine's SERHOLD database.
- Goal
OCLC's undertaking of this project will make it possible – and practical – to share serial holdings information between library management systems, other bibliographic utilities, and WorldCat. Libraries will be able to use their primary serials systems for data entry and then transfer these serial holdings data to WorldCat, allowing sharing within a large multitype population of libraries. ...
