Nationally renown for his innovations in public health measures, Dr. Dowling was named the first head of the newly created section of public health and hygiene in 1919.

In addition, Dr. Dowling served as president of both the Louisiana State Board of Health (1910 to 1929) and the Louisiana State Medical Society (1907 - 1908).
