Biographical/Historical note
Mildred Fossier was born June 8, 1912 in New Orleans. She graduated from Sacred Heard and Newcomb College and obtained a master’s degree in social work from Tulane University in 1954. During WWII she worked for federal civil service and was the first woman division head. After obtaining her masters, she became the director of social services for Milne Boys Home. In 1963 she became the first woman department head of the city. She was appointed the director of welfare under Mayor Vicor H. Shiro. In 1972 Moon Landrieu appointed her director of Parkways and Parks, which had an all-male crew of workers. She retired from the city in 1979. She has written important papers on such topics as care for the elderly, welfare reform, and migration from Mississippi to Louisiana.
Scope and Contents note
This collection includes biographical information on Mildred Fossier and her unpublished novel, “Rape of the Kyne.” There are many press clippings chronicling her career working for the city and her volunteer activities after retirement. There are photo CDs and a video contained pictures and video from events during her 90th year, including some honors given by the city. Mildred Fossier also donated some Newcomb course study material and her class photo from 1934-1938.
