Example of M&E in Roll Back Malaria
The following (figure 1) is an example of a basic monitoring and evaluation framework for a roll-back malaria program developed by the World Health Organization (WHO). The overall goal of this intervention is to halve the worldwide burden of malaria by 2010 through vector control, prompt access to effective treatment for those infected and prevention and control of malaria in pregnant women. Using this framework and the objectives of the roll-back malaria program, we will show how indicators are constructed in order to determine if the objectives of an intervention are being met.

- Objective 1: Vector control via insecticide treated nets (ITN)
Ø Indicator 1: proportion of households with at least 1 ITN – this indicator measures coverage of the intervention
Ø Indicator 2: proportion of children less than 5 years of age who slept under an ITN the night before the survey – this indicator measures ITN usage
- Objective 2: Prompt access to effective treatment
Ø Indicator: proportion of children less than 5 years of age with a fever in the last two weeks who received anti-malarial treatment according to the country’s national policy within 24 hours from onset of fever
- Objective 3: Prevention and control of malaria in pregnant women
Ø Indicator 1: proportion of women who slept under an ITN the previous night
Ø Indicator 2: proportion of women who received intermittent preventative treatment (IPT) for malaria during their last pregnancy
