TULANE UNIVERSITY PANHELLENIC COUNCIL FORMAL RECRUITMENT RULES 2006 -2007
Certain rules governing membership recruitment are necessary to ensure orderly procedures. Recruitment rules should be simple, fair, and few. Long lists of specific rules are not necessary and sometimes create distrust among chapters and members. The spirit of Panhellenic unity is so important, especially during the membership recruitment process. All members, including alumnae, are responsible for knowing and observing the recruitment rules. Recruitment rules are established in order to provide the best possible experience for both potential new members and initiated members. Chapters will be held responsible for the actions of their initiated members, alumnae, Recruitment Counselors and Staff, and others representing the chapter.
Formal Recruitment will begin Thursday, January 18th with Kickoff and continue until Sunday, January 28th, Bid Day. Recruitment Rules governing the Fall 2006 term into Formal Recruitment in Spring 2007 are as follows:
I. National Panhellenic Conference All NPC Unanimous Agreements shall be upheld.
II. Potential New Member Eligibility A potential new member must be a full-time matriculated female student at Tulane University to participate in formal recruitment. A freshman Potential New Member must earn at least twelve credit hours and a GPA of 2.0 or higher during the Fall semester to be eligible to participate in Recruitment. Upper-class women Potential New Members need not have a 2.0 or higher from the Fall semester, but must have a cumulative GPA of 2.0 or higher. A transfer student Potential New Member must present a copy of her full transcript from her previous institution to the Recruitment Executive Board. All incomplete grades must be reconciled prior to the commencement of Recruitment in order to participate.
All Potential New Members must have filed the official Recruitment registration form and have paid the correct Recruitment registration fee to be eligible for Recruitment.
Potential New Members who do not meet these requirements due to extenuating circumstances may be considered to participate in formal Recruitment by petitioning the Recruitment Executive Board. Upon receipt and consideration of the circumstances, the final decision is subject solely to the discretion of the Recruitment Executive Board, and the final approval for Potential New Member eligibility shall rest within this board. All decisions are required to be finalized prior to Recruitment Kickoff.
Any woman who is registered for Recruitment but does not meet the above requirements by Recruitment Kickoff cannot participate in Recruitment and will have her Recruitment registration fee reimbursed.
Potential New Members, referred to herein as PNMs, shall be considered: All freshmen women, female transfer students and unaffiliated upperclasswomen. After the end of Recruitment Registration, all unregistered women will not be considered PNMs
III. Contact All contact with sorority members and PNM between Fall Orientation and Formal Recruitment shall be governed as follows:
Social contact and conversation between sorority women and PNMs shall be restricted to normal, casual contact and conversation. Resolved (2003) by National Panhellenic, That all College Panhellenics and Alumnae Panhellenics promote and encourage personal and informative Panhellenic-spirited contact with PNMs at all times, year round Panhellenic-spirited contact is defined as friendly and responding to questions from PNMs as well as promoting joining a sorority or Going Greek, however not supporting or recruiting for any individual sorority. Recruitment topics should be avoided and referred to the Recruitment Counselors, Recruitment Staff or the Panhellenic Advisor.
Strict silence shall be observed only between the start of the Recruitment Kick-Off Event , Thursday, January 18, 2007, and the bid presentation, Sunday, January 28, as stated in the NPC Manual of Information, and that normal friendly contact be advocated at all other times. Strict Silence is defined as no communication , including: written, verbal, or electronic other than during specified Recruitment Events, between a PNM and a sorority member (active, new, or alumnae).
No PNM shall visit a sorority house except for formal Recruitment events or Fall Philanthropy Events.
No PNM shall visit a sorority member in her place of residence at any time, nor shall sorority members visit PNMs at their place of residence.
No sorority member may buy anything (meal, beverage, gift, etc.) for a PNM. No favors or gifts may be given to PNMs by the sorority and/or individual members. No PNM may buy anything for a sorority member.
Sorority members shall not:
Give a promise, either verbal or written, to join a certain sorority before bids are issued through Panhellenic;
Give individual invitations, either verbal or written, to Recruitment events or to membership in any sorority. They are invalid and absolutely forbidden before or during formal Recruitment;
Attempt to obtain from the PNM a commitment to accept membership into that sorority or influence the PNM as to the PNM’s preference;
Mention other sororities, nor reference to the fact that a PNM is a legacy;
Make statements to the PNMs regarding opinions or rumors about sorority ranking, rating, or status.
All chapter members must encourage PNMs to participate fully in the Recruitment process.
A PNM who encourages or allows a sorority member to break the above rules is subject to penalties and may be dismissed from Recruitment.
IV. Recruitment Logistics Bid Matching, Quota, and Quota Addition procedures will all follow the NPC Greenbook recommendations.
NPC Recruitment Release Figures shall be used to determine the recommended number of invitations each chapter may issue for recruitment rounds.
All Recruitment Events and rehearsals must be held inside the Sorority houses. However, the members of each sorority may exit the house to receive the Potential New Members. The number of women outside the house shall not exceed the number of Potential New Members at each party.
There shall be no outside decorations or banners on Sorority houses during Formal Recruitment.
Guidelines shall be established for Recruitment budgets and a cap set by the Panhellenic Council on Recruitment expenses including the value of all donated goods in the cap figure.
The maximum amount to be spent on designated Recruitment items,that is items used during recruitment events (flowers, refreshments, decorations, supplies, rentals, performances, costumes, and all donated items) is three thousand dollars ($3000.00). Any items to be used during Recruitment events that are already owned by the chapter must be listed and declared to Panhellenic Council by December 1, 2006.
Beverages to be served at Recruitment events shall be as follows: Open House - water only, First Series - water based beverages, such as lemonade or iced tea, Second Series - any non-alcoholic beverages, Third Series - any non alcoholic beverages. Light refreshments, such as small desserts or other snacks, may only be served at Third Series.
A Slideshow may be presented at First Series. The Slideshow may not exceed 8 minutes. Content for the slideshow shall be governed as follows: The slideshow may not contain any photographs, video or artistic representations of men, beverages of any kind, Gamma Chi Recruitment Counselors or Panhellenic Recruitment Staff. The slideshow must express positive Panhellenic Spirit and may not make statements or insinuations regarding opinions or rumors about sorority ranking, rating, or status.
A Skit may be presented at Second Series. The Skit may not exceed 10 minutes. Content for the skit shall be governed by all rules stated above for the slideshow.
A copy of the slideshow and the skit must be submitted to Panhellenic Council for review before December 1, 2006. The content will be reviewed and submitted back to the chapters for any necessary changes by January 3, 2007. Chapters then must make any necessary modifications required by Panhellenic and re-submit the content by January 15, 2006. Slideshows will be reviewed finally by Panhellenic before First Series on January 20, 2006. Skits will be reviewed finally by Panhellenic before Second Series on January 24, 2006. Failure to submit content or comply to necessary changes will result in fines at the discretion of the Judicial Board.
A detailed Recruitment Schedule for all series will be provided by Panhellenic.
V. Potential New Member Recruitment Logistics Potential New Members may accept invitations to a maximum of five parties during First Series, three parties during Second Series, and two parties during Third Series.
A PNM must attend all recruitment events which she has accepted invitations. In case of illness or emergency, the PNM shall notify the Panhellenic Council and/or her Recruitment Counselor (Gamma Chi ). The Panhellenic Council and/or the Gamma Chi shall notify the sororities involved. PNMs must provide their own transportation to and from all parties during Recruitment. However, if the PNM is physically disabled, the Recruitment Executive Board will attempt to arrange transportation.
A PNM must complete MRABA immediately after the last party she attends. Once a card has been signed, no changes may be made.
VI. General Rules Only inter/national sorority members, house directors, alumnae, new and initiated members of the sorority may assist the chapter during the formal Recruitment period. The status/affiliation of all participating for a chapter must be designated.
Mothers of members may assist with food preparation, serving, and clean-up.
Recruitment Counselors (Gamma Chi) and Recruitment Staff Members are to be completely disaffiliated from their respective chapters beginning October 13, 2006 at the Gamma Chi Retreat, until the end of Formal Recruitment, January 28, 2007. Chapters cannot identify Recruitment Staff or Recruitment Counselors in their recruitment activities verbally or through pictures, either in skit, slideshow, or those displayed in the house.
No improvements may be made to the exterior of sorority houses after January 4, 2006, 2 weeks prior to Recruitment Kickoff.
Shirts designed for Formal Recruitment 2007 and displaying Formal Recruitment 2007 may only be worn after November 1, 2006. Recruitment shirts from previous years’ Formal Recruitment may be worn at any time.
VII. Fines Chapters will be held responsible for the actions of their initiated members, alumnae, Recruitment Counselors and Staff, and others representing the chapter.
Sororities will be fined for submitting late or incorrect lists as follows: one dollar ($1.00) per minute for the first fifteen minutes, and fifty dollars ($50.00) for each fifteen minutes thereafter. Fines will continue to accumulate until a correct list is presented.
In order to enforce the formal Recruitment schedule, any sorority who fails to follow the allotted Recruitment time schedule regarding party lengths will be fined twenty-five dollars ($25.00) per minute that the Potential New Members are early into or late out of the house/party. Chapters are subject to unannounced fines by the Recruitment Executive Board at anytime.
Recruitment infractions may be filed by anyone on or off Tulane’s campus except for Gamma Chi s. If a Gamma Chi is aware of a Recruitment infraction, she shall inform the Recruitment Executive Board or the Panhellenic Adviser, but she may not file the complaint due to her unbiased position.
Any infractions shall be at the discretion of the Panhellenic Judicial Board and according to its proceedings.
