The nine-member board of LEDGCO was as follows:

1. Max I. Chastain of Covington, Louisiana, chairman; ex-FBI agent.

2. William A. Nungesser Sr. of New Orleans, vice chairman; former state Republican Party chairman; runs an offshore catering company.

3. Jack R. Frank of Crowley, Louisiana (Gov. Edwards hometown); retired pediatrician; close friend of Gov. Edwards; former director of failed Acadia Savings and Loan.

4. Joan D. Heisser of New Orleans; cosmetology school graduate who ran a beauty salon in New Orleans; has been a real estate agent since 1979.

5. Leroy J. Melton III, attorney for the Department of Health and Hospitals since 1984; specializes in resolving paternity questions arising from birth certificates; previously an assistant district attorney in Orleans Parish; recommended by Mayor Sidney Barthelemy.

6. Sallie C. Page of Alexandria, Louisiana; streets department clerk who had no budgetary or supervisory duties.

7. Bert W. Rowley of Chalmette, Louisiana; investor and contractor; served in the Legislature 1972-1976; close to Sammy Nunez, former Louisiana Senate President.

8. Gerard F. "Sonny" Thomas of Natchitoches, Louisiana; attorney; former member of the Louisiana Bar Association's disciplinary board and its committee on professional responsibility; close friend of an influential Edwards floor leader, Senator Don Kelly.

9. James S. Vilas of Baton Rouge; head of a state board that advised education officials on vo-tech issues.

With the exception of Chastain and Nungesser, the socially and racially balanced panel had strong ties to Gov. Edwards (Wardlaw and Anderson 1992; Nicholas 1992).
