SFPS Service Delivery
Strategy
According to SFPS Results Package, the Project has committed
to increasing the contraceptive prevalence rate in target areas
by 1 percentage point per year. The service delivery (SD)
component of the project is especially implicated in providing
the inputs necessary to meet this result. To better program
activities and allocate resources, SFPS has developed a SD
strategy that is based on the following elements:
- Target population: The target population for FP
services are men and women of child bearing age. The
project also targets specific social groups such as youth
and migrants.
- Geographical area: SFPS supports family planning
(FP) and reproductive health (RH) services in both rural
and urban areas.
- Sectors of Intervention: The project primarily
supports the public sector but also supports services
covered by NGOs and the private and parapublic sector.
- Mode of service delivery: 190 permanent sites have
been selected as target sites in the four countries. In
addition, the project is supporting some community-based
distribution activities. In Togo, SFPS also supports
mobile teams.
- Contraceptive methods dispensed: Priority is given
to provision of oral and injectable contraceptives as
these are the most requested by clients. In order to
provide a full-range of choices to FP clients, however,
the project is still working on strengthening the use of
permanent and long-term methods. The project is seeking
to strengthen the management of contraceptives both at
sites and in central stores to avoid stockouts.
- Integrated Services: In order to improve the
quality of services and increase use of services, the
project is integrating other RH aspects such as STD/AIDS
into FP services.
- Performance Based Resource Allocation: Project
resources will be allocated on the basis of the
performance of project partners.
- Quality of Care Improvement: A set of SD
interventions are being implemented to improve quality of
care at the SFPS sites. The project will program
activities and measure improvements following these
indicators of quality:
Range of methods available at the service delivery site:
percentage of sites with a minimum of three methods.
Data collection (data available, accurate and collected in
timely manner): percentage of sites submitting monthly
reports.
Availability of contraceptive methods: number of
stockouts per month and percentage of clients whose request for
contraceptive methods was met.
Supervision: percentage of sites supervised every
quarter.
Infection prevention: percentage of sites using
adequate procedures for waste management and washing of hands
between two clients.
Client-Provider Interaction: percentage of sites giving
full information to clients.
Medical barriers: percentage of sites adhering to
national service delivery guidelines for the use of contraceptive
methods, gynaecological examination, and number of packets given
to clients at each visit .
Use of family planning: Couple Years of Protection
(CYP) and number of new users.
