:: The Constitution of the
Tulane University Vietnamese Association |
:: PREAMBLE
|
We,
the members of the Tulane University Vietnamese Association
(TUVA), in order to promote a better understanding of the
Vietnamese community, to increase the university's awareness
of the culture, laws, and history of Vietnam, and to become
a vehicle to aid other unfortunate Vietnamese people, do hereby
establish this Constitution for the Tulane University Vietnamese
Association. |
:: ARTICLE I: OBJECTIVES

Section
1: Cultural Awareness
As an organization, TUVA will attempt to promote better cultural
awareness of Vietnamese culture, custom, and history to its
members, the Tulane community, and the community at large. |

Section
2: Support
To individual members, TUVA will offer a welcoming and supportive
environment in order to foster cultural pride and confidence. |
|
Section
3: Service
Finally, TUVA will provide its members an opportunity to help
other Vietnamese-whether they be children, people of the community,
or the people still in Vietnam. |
:: ARTICLE II: MEMBERSHIP
|
Section
1: Consideration
Tulane University Vietnamese Association (TUVA) will allow
all members of the Tulane University faculty, staff, and student
body to become members of the Association, but not limited
to Tulane University. |

Section
2: Preferred Membership
Preferred membership is offered from the calendar date of
the beginning of student programing till the week before motivational
money application deadline. Preferred membership may also
be obtained by satisfying requirements set by the executive
board. Preferred membership entails additional benefits determined
by the executive board. |

Section
3: Joining Committees
Any member is welcome to join any of the four committees:
Service, Cultural Awareness, Preservation, Motivational, with
the approval of both co-chairpersons and fulfillment of requirements
set by the President. |

Section
4: Abrogation of Membership
Membership may be revoked under suggestion of any member or
officer. The executive board must unanimously agree the abrogation
necessary and ratified by simple majority vote of members. |
:: ARTICLE III: OFFICERS
|
President
The President will act as the head of the Association and
preside over all of the meetings. The President has the power
to appoint table committees, and he has the responsibility
to ensure that the organization adheres to the constitution
and attends Multicultural Meetings. He casts the deciding
vote if there is a tie in normal voting procedure. He is also
responsible for keeping an activity log folder. He is one
of the co-chairpersons for the Service Committee. |

Vice
President of External Affairs
The Vice President of External Affairs is responsible for
all the club's external affairs. He will assist the President
in carrying out his duties and performing his duties in the
President's absence. The Vice President of External Affairs
has the responsibility of communication with other local Vietnamese
Student Associations. He is one of the co-chairpersons of
the Service Committee. |

Vice
President of Internal Affairs
The Vice President of Internal Affairs is responsible for
all of the Association's internal affairs. He will assist
the President in carrying out his internal duties and perform
the presidential duties in his meeting absence. He has the
responsibility of attending Multicultural Council meetings
and coordinating freshmen activities. He is one of the co-chairpersons
for the Cultural Awareness Committee.

Secretary
The Secretary will record the minutes at every meeting and
is responsible for club communication among the members. He
is also responsible for the preservation of all documents
created during his term. The Secretary will be the editor
to the TUVA Literary Magazine and head of the Literary Magazine
committee. He is responsible for all reservations necessary.
The Secretary is to report to the club after every general
body meeting and event. He is one of the co-chairpersons for
the Preservation Committee. |

Treasurer
The Treasurer will collect the Association dues and maintain
a monthly statement of the organization's account. He is also
responsible for the financial paperwork. He is one of the
co-chairpersons for the Cultural Awareness Committee. |

Historian
The Historian will take pictures and keep an activity log
of events and activities during his term. He will actively
aid the Secretary in the completion of the Literary Magazine
and will collect pictures and reports from the Association's
activities. He is one of the co-chairpersons for the Preservation
Committee. |

Public Relations
The Public Relations officer has the responsibility of communicating
with the community. He is one of the co-chairpersons for the
Motivational Committee. |
|
Freshman
Representative
The Freshman Representative has the responsibility of keeping
an open line of communication with the freshman class. He
is responsible for voicing any ideas and opinions from that
class and will assist any other executive board members if
needed. He is also responsible for representing TUVA at the
Multicultural Council meetings. |

Webmaster
The Webmaster has the responsibility of maintaining the TUVA
website. He is one of the co-chairpersons for the Motivational
Committee. |
|
Community Service Chair
The Community Service Chair shall organize community service events, work
with existing community service organizations, and maintain contact with
Vietnamese communities. The Community Service Chair shall oversee the
Community Service committee. |
:: ARTICLE IV: ELECTIONS
|
Section
1: Nomination
Nominations will be announced three weeks prior to the Associated
Student Body (ASB) Budget Proposal deadline for the positions
of President, Vice Presidents, Secretary, Treasurer, and Public
Relations. The Freshman Representative is elected during the
beginning of the academic calendar. Webmaster is appointed
by the elected executive board. Nominations for the position
of President must fulfill the requirement of having served
a term of two academic semesters in an elected position of
TUVA. |

Section
2: Election Process
Elections will be held a week after nominations. Speeches
are expected from each candidate running with opposition.
Question and answer will be held unless waived by the members.
Officers will be chosen by secret ballots. Each officer will
serve for a term of two academic semesters. In the case of
a vacant position, with the exception of the President, new
elections will be held on a date decided by the President
or the President may appoint an officer with a simple majority
approval of members. In the case of a vacancy in presidency,
the Internal Vice President will succeed and elections will
be held or appointment made for Internal Vice President.

Section
3: Abrogation of Officers
Impeachment can be suggested by any member or officer, but
it will only be initiated by the officers. Voting for this
impeachment will be by 2/3 majority of the members and simple
majority of officers. Election for the vacant office will
be held one week following the impeachment. |
