Official Flag Football Tournament Rules
& Regulations

I. Tournament Layout:
-
There will be up to 16 teams divided by lottery into
brackets
-
Games will be played on 2 fields simultaneously
-
Each field will have 2 to 3 experienced referees
and 1 TUVA official
-
Teams must have Jerseys or same colored T-shirts
(numbers required)
-
5 players minimum to avoid forfeit
-
16 players maximum on roster
-
The game shall be played between 2 teams of 7 players
per team .
-
Substitution allowed between plays and during stoppages.
-
A player may only be on one roster and may not play
for more than one team
-
Shorts must have NO pockets.
-
No tearaway pants.
-
Shirts must be tucked in.
-
No caps or jewelry allowed on fields
Each team is guaranteed 2-3
preliminary games (depending on team entries)as follows:
-
The top eight teams will advance to a single elimination
playoff system on Sunday.
-
Teams will play in brackets and Games will consist
of:
-
2 20 min. halves (5 min. halftime)
-
2 1 min. time-outs per game per team
-
4 downs to advance ball
-
19 pts Mercy Rule enforced at 2 min warning (2nd Half)
-
Clock will only stop after 2 min. warning and thereafter
on 1st Downs, out of bounds, scores, and penalties.
Un-sportsmanlike conduct will not be tolerated.
Player(s) will be ejected
or entire team will be disqualified.
Fighting will result in disqualification
of team.
All games will be played according
to official Flag Football Tournament Rules as follows:
II. Tournament Rules:
Coin Flip
-
Winner chooses to receive or kickoff in 1st half,
Loser chooses goal to defend.
-
Team that receives ball in 1st half will kickoff in
2nd half
Kickoff (at teams 20
yd. line)
-
Only at the beginning of each half
-
Touchback -- ball will be placed at 14 yd. line
-
Laterals allowed / No forward pass
-
No onside kicks allowed
-
Fumbles will result in a dead ball wherever it hits
the ground
-
Out-of-bound kicks -- ball will be spotted at that
point
-
Ball will be put into play at the 14 yd line after
each touchdown
-
Must be announced (no
fake punts allowed)
-
4 players must be on line and no-one can move until
the kick 5 yd. Penalty
-
No punt blocking is allowed (Penalty
1st down awarded to kicking team)
-
Rushing kicker is not allowed (Penalty
1st down awarded to kicking team)
-
10 seconds to punt ball
-
Fair catch can be called
-
Ball CANNOT be
recovered by kicking team
-
Fumbles will result in a dead ball wherever it hits
the ground
-
There will be a coin toss. The winner of the coin
toss has the option of offense or defense. The loser of the toss chooses
the goal to defend.
-
Each team will be given 4 Downs to score at the 15
yd line with extra point conversion allowed.
-
If the score is tied after both teams have completed
their series of downs, the process will be repeated. However, the
team that went second will now go first and vice versa.
-
4 players must be on line of scrimmage before snap
(Dead Ball Foul - 5 yd. Penalty)
- One foot in-bounds with possession of the
ball is considered a catch
-
Only one player can be in motion parallel to line
of scrimmage at one time
-

Dead ball -- when ball touches the ground

Ball is spotted at point where ball is dead

If a player loses a flag accidentally or inadvertently,
the player can be downed with a

one-handed touch by the opponent

Illegal Forward Pass

Pass Interference 10
yd. Penalty from line of scrimmage
Touchdown -- 6 pts (after official
verifies de-flag)
- 2 pts. and ball is punted to opponent from 20 yd. Line
Defense
-
Neutral zone is 1 yd. in front of Line of Scrimmage
-
No encroachment of the Neutral Zone at
any time Dead Ball Foul

Defense may not use hands to push or run over blockers
10 yd. Penalty

Defense may not signal the start of a play in any
fashion (i.e. yelling hut, etc.)

Holding or Grabbing of player 5

Un-sportsmanlike
conduct includes (10 yd. Penalty, 1st Down,
and/or Ejection):

No roughing of passer
-
No charging of blockers
-
No tackling, tripping, clipping, and any other actions
deemed un-sportsmanlike conduct by the referees or TUVA Official
- - 2 Un-sportsmanlike fouls
by the same player will result in Ejection
- - 2 Players Ejections
will result in Dis-qualification of entire team

Referees may
assess other penalties not listed, if appropriate.
TUVA Official
may overrule any penalty wrongly assess by the referees, beyond
a reasonable doubt. This authority will be rarely used.
No challenges, appeals,
or objections of penalties are allowed by any team member.
TUVA reserves the rights
to edit the Rules and Regulations of TUVA Rice Bowl 2008.
