  • Suzanne Englebert (bio)

    Capt. Suzanne Englebert, (USCG Ret.) has over 30 years’ experience in maritime safety, environmental, and security issues. She holds degrees from the U.S. Coast Guard Academy and the University of Michigan and currently teaches HMLS 6700. Captain Englebert was a Captain of the Port in three ports across the U.S. and was instrumental in the development of the International Ship and Port Facility Security Code as well as the U.S. implementation of the Maritime Transportation Security Act.

  • Steve Fitzgerald (bio)

    Commander Steve Fitzgerald has over 30 years' experience in homeland security to include practical experience in the direct response and recovery to multiple events such as Hurricanes Andrew and Katrina. He has an undergraduate degree in Civil Engineering from Penn State and master's degrees in Civil Engineering from Ga Tech and in Military Strategy and National Security from the US Army War College. He has led military deployments around the world and teaches Emergency Management as well as Critical Infrastructure and Vulnerability Assessments.

    Jan Garbers, Master of Science in Geodesy and Civil Engineering, serves as TMG Consulting's Director of Geomatics in New Orleans. He provides professional services to various public infrastructure organizations such as the Louis Armstrong New Orleans International Airport, the Regional Transit Authority, and the Orleans Parish Sheriff's Office. Prior his residency in New Orleans, he worked for the Federal Agency for Technical Relief (THW) in Bonn, Germany, heading the division for Policy and National Operation Management. In this role, he served as Head of Mission for the Dewatering of New Orleans in the aftermath of Hurricane Katrina.

  • Jose A. Garcia (bio)

    Jose A. Garcia, CEM, CCM, LEM, is currently the Emergency Manager and Continuity of Operations Program Manager for Marine Forces Reserve (MARFORRES) in New Orleans. He was awarded the Certified Emergency Manager (CEM) through the International Association of Emergency Managers (IAEM), the Louisiana Emergency Manager (LEM) through the Louisiana Emergency Preparedness Association (LEPA), Certified Continuity Manager (CCM) through the National Institute for Business Continuity Management, and FEMA Professional Continuity Practitioner, Level-1 certifications. He has completed the Defense Support for Civil Authorities (DSCA) training through USARNORTH, Level 2 Anti-Terrorism/Force Protection and Homeland Security Exercise and Evaluation Program Course (HSEEP). He retired from the Marine Corps, 2013, after serving 34 years with the rank of Chief Warrant Officer 5.

  • Darren Gil (bio)

    Darren Gil is a retired Special Agent with the U.S. Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives. He retired from the Department of Justice in 2010. During his time with the Department of Justice he served as Chief, Counterterrorism Division, Federal Bureau of Investigation National Security Branch Liaison, National Joint Terrorism Task Force Representative, Special Agent in Charge –Special Operations and Attaché – Mexico. Currently, at Tulane University, he teaches graduate level security studies courses including Domestic and International Terrorism. Bachelor of Science Degree in Criminology from the University of Maryland, Master of Science Degree in Criminal Justice from the University of Alabama and currently completing a PhD in Security Studies at the University of Southern Mississippi.

  • Marcellus Grace (bio)

    Captain Marcellus Grace is a retired U.S. Naval Reserve Captain (0-6) , Medical Service Corps, with 30 years of Operational Military Medical experience. He developed expertise in medical logistics, medical exercise planning and medical treatment facility management. He is also a retired former Professor and Dean of Pharmacy from both Xavier University of Louisiana and Howard University with combined 30 years of experience. He has a B.S. Degree in Pharmacy from Xavier University and M.S. and Ph.D. Degrees in Pharmacy Administration from the University of Minnesota. He worked as a Contract Pharmacist during the initial establishment of the Louisiana version of the Strategic National Stockpile (formerly the National Pharmaceutical Stockpile). He teaches HMLS 6150, Health and Medical Issues In Emergency Management and HMLS 7750 Homeland Security: The National Challenge.

  • Ramsey Green (bio)

    Ramsey Green is a real estate investor and consultant. He is a partner of GCE Green Development, a real estate development company focused on building a portfolio of historic, energy efficient residential real estate in Louisiana. Green received a B.A. with honors in politics from New York University and a Master in Public Administration from the University of Pennsylvania, where he was a Samuel Fels Fellow. He earned a certificate in local and state government for senior executives from the John F. Kennedy School of Government at Harvard University, where he was a Fisher Fellow. Green currently serves as the chairman of the board of the New Beginnings Schools Foundation charter school network and the chairman of the board of the New Orleans School Facilities Foundation, the construction tax credit authority for New Orleans schools. Green resides in Uptown New Orleans, where he is heavily involved in the Wisner Park community.

    George Haddow, Principal and Co-Founder of Bullock & Haddow LLC, served as White House Liaison and Deputy Chief of Staff to FEMA Director James L. Witt from 1993-2001. He has worked in the field of community and emergency management planning and operations for nearly 30 years. He is the co-author of several university and professional textbooks, including Introduction to Emergency Management Fifth Edition.

  • Heather Hilliard (bio)

    Heather Hilliard, CEM, has been involved for more than two decades in emergency response, working with the government and private sectors as well as NGOs – she currently serves as Principal at R. Roan Enterprises, focusing on strategic and disaster planning. She earned her undergraduate degree here at Tulane and her Masters degrees at the University of Pittsburgh. She was integral in Louisiana’s response to the Deepwater Horizon Oil Spill as well as Pandemic Influenza and developed/executed statewide training for CHEMpack and the SNS. She has been part of ICS in many incidents, attended training at the Naval Postgraduate School, lectured at USNORTHCOM and DOD/IBRD, and has earned federal and local commendations for her contributions. She has published several emergency management articles and edited textbooks.

    Captain Bob Mueller is a retired Coast Guard Captain with over 30 years in the Homeland Security Field. He was transferred to New Orleans just in time for Hurricane’s Katrina and Rita, and ran the rescue operation saving over 20,000 people in the flooded city. He currently serves as Vice President for Compliance, Security and Governmental Affairs at Turn Services, working on the River. He teaches HMLS 3700, Transportation and Border Security, and HMLS 7700, Graduate level Transportation and Border Security.

  • Stephen Murphy (bio)

    Stephen Murphy currently serves as the Director of Emergency Management for Loyola University New Orleans. Additionally, Mr. Murphy coordinates public health preparedness for the New Orleans Office of Homeland Security and Emergency Preparedness and the City of New Orleans. Mr. Murphy is also Adjunct Faculty at the Tulane School of Public Health and Tropical Medicine in the Department of Global Environmental Health Sciences. He holds a Bachelor’s Degree in Economics from the University of Georgia and an MBA in Healthcare Management from Mercer University. He also studied Infectious Disease Epidemiology at the Johns Hopkins Bloomberg School of Public Health prior to receiving his Masters of Public Health (MPH) degree in Global Environmental Health Sciences from the Tulane University School of Public Health and Tropical Medicine.

  • Louis Selzer (bio)

    Louis Selzer is a retired Resident Agent In Charge (RAC) with the U.S. Naval Criminal Investigative Service (NCIS). He was directly involved in several counterintelligence and terrorism investigations during his 22 year career. His last posting was at the U.S. Embassy in Rome. Professor Selzer has been with the Tulane Homeland Security Department since August 2012.

    Larry Tortorich is an Adjunct Professor at Tulane University’s Homeland Security program instructing graduate and undergraduate students on intelligence analysis and critical thinking. He is currently serving as the US Department of Homeland Security (DHS) Field Intelligence Officer (FIO). His career skill set of 36 years includes National Security, Homeland Security and Homeland Defense having served on active duty in the US Navy and retired after 24 years of commissioned service as a Commander (O-5), as a Federal Employee with the US Department of Homeland Security and service supporting USNORTHCOM Antiterrorism (AT) and Force Protection (FP) missions. His education includes earning a BS degree from Tulane University, New Orleans, LA and a MA degree in National Security from the US Naval War College, Newport RI.

  • Michael Wallace (bio)

    Michael Wallace is a retired military intelligence officer with 20 years active service. His military assignments included Naval Special Warfare, Defense Human Intelligence, the Defense Intelligence Agency and the Office of Naval Intelligence. Post military, he worked as a senior intelligence analyst in the Joint Chiefs of Staff Intelligence Directorate. He has experience in counter-terrorism, counter-proliferation, special warfare and intelligence collection and analysis. He is a graduate of the Virginia Military Institute and holds a Master of Liberal Arts degree from Tulane University and a Master’s Degree in Military History from the US Army Command and General Staff College.

He is currently teaching HMLS 2750 and HMLS 3600.
