Jim, the founder of SAFER, is a Tulane University super senior originally from Mechanicsville, VA. In high school, Jim's primary exposure to community service was 'court ordered' but he has always felt a dedication to those he considered neighbors. He spent many hours in middle school and high school looking after several kids in his neighborhood and helping his elderly neighbors maintain their yards. Jim was also actively engaged in the High School track team, where he was the best (perhaps the only) athlete in the history of the team to also be an avid bowler. Jim came to school in New Orleans because he felt that college was the single greatest opportunity to do something that he would otherwise never have the chance to.

Little did he know, Hurricane Katrina was to provide such an opportunity. After returning to New Orleans soon after Hurricane Katrina, Jim lived and worked in the 9th Ward. During this period, he gutted houses and developed relationships with community members. In doing so, he learned not only the great need that his neighbors had, but also the great opportunity to re-develop a sense of community through creating a support network of community leaders, student volunteers, and various organizations. Jim manages the direct rebuilding assistance program through SAFER as well as the development and support of various other programs through PNOLA.
